What rounds do these plates stop?

This vest is rated at Level III Plus and is capable of stopping 7.62x51mm, 7.62x39mm, and 5.56x45mm rounds.

The Vism 2924 Series Plate Carrier Vest w/ Two Ballistic Plates models that come with the PE Hard Plates are rated to stop 7.62x39. These models are the following model numbers: BPCVPCV2924T-A, BPCVPCV2924B-A, BPCVPCV2924G-A.

Yes it can, the hard armor plates are rated Level III+, the soft armor is level IIIA and will not stop .223 rounds.
