Is it made to Cary an ar rifle with straps etc to hold it in place

At 18" x 10" x 10" this pack is not intended to carry an AR. While in theory, an AR could b attached, the suspension system is not designed for this, and the pack would be unbalanced and unwieldy.

It's there a hook or pouch to hold the camelbak pouch (or similar product) vertically, inside the pack?

Yes, there is a pouch on the inside of the Level III Assault Pack for the hydration bladder (2 Liter bladder not included).

What dose level 3 mean in regards to the pack dose it hold plates?

The Voodoo Tactical Level III Assault Backpack does not hold armor plates. The Level III is just referring to the name of the bag.

No. The Voodoo Tactical Level III Assault Backpack does not include any soft/hard armor with the backpack.

Is this waterproof?

No. This Voodoo Tactical Level III Assault Backpack is not waterproof. You can always use waterproof bag inserts in a backpack to keep water out of important/electrical items like the DryPak Roll Top Dry Gear Bag, found using the link below:
