Will 1.5" 30mm rings be high enough to clear the front sight on a Ruger 556?

The front sight post on most AR15's is typically a little under 2 inches. Extra high rings would be your best option although they not be enough to clear the front sight post entirely.

Unfortunately, Vortex does not offer a throw lever for the Crossfire II at this time.

Yes, all Vortex scopes are tested up to .50 BMG.

I'm wondering about parallax issues when mounted on a handgun. Is this appropriate for the extended eye relief?

This would not be adequate for handgun use, as the eye-relief is about 4", whereas most handgun shooters would require 14" of eye-relief at minimum.

The Vortex Crossfire II 1-4x24mm Rifle Scope will have no problem maintaining its zero paired with a 450 Bushmaster rifle. Ensure you use a quality set of scope rings/scope mount when mounting to your rifle.
