We are not aware of any company manufacturing metal throw levers for this optic. MGM Switchview would be your best bet in finding a metal throw lever.

Once zeroed can the target knobs be set to zero for the zeroed range?

Yes. The Vortex Golden Eagle 15-60x52mm Riflescope has a Zero Stop feature where after zeroing the scope, you can set the dials to the zero position and lock it in place.

I would recommend a 1-piece mount like the ADM Recon. MPN: AD-RECON 30 TAC R. This should fit right on the picatinny rail, has an optical center height of 1.47", and the cantilever throws the scope out front, allowing you to get the right eye relief.

I would recommend a 1-piece mount like the ADM Recon. MPN: AD-RECON 30 TAC R. This will fit right on the Ruger Precision's picatinny rail, has an optical center height of 1.47", and the cantilever throws the scope out front, allowing you to get the right eye relief.

If you need/want to use the adjustable comb height a bit more, ADM also makes a ADM Recon H that puts the optical center height just shy of 1/2" higher than the standard ADM Recon. MPN: AD-RECON-H 30 TAC R.
