Yes, the clamp on the Picatinny side of the mount has a screw for mounting.

I'd like to mount a DPMS Panther AR15 on an older, heavy duty photography type tripod. Is this the product? Is it possible to do this mounting?

That completely depends on what kind of head you have on the tripod. This adapter attaches to a picatinny rail, like on a quad rail of a handguard and then allows for the whole set up to be attached to a 1/4-20 screw which is what is found on most standard US tripod heads.

Yes, this is compatible with all Vortex tripods, as well as most other standard tripods.
