will this work with a weaver style 22 mm rail, mounted backwards (rear cantalever??

No, the Vortex Pro Extended Cantilever Mount is designed to mount to flattop picatinny rails and intended to be used with AR platform rifles in order to provide the ideal centerline height of 1.435".

Vortex does not provide the country of origin for their Pro Extended Cantilever Mount. I would recommend contacting them directly for more information.

I ordered this to go on a cva cascade long range hunter in 6.5 prc, paired along with a vortex viper 5-25x56mm. Do you think It will be too high?

This would be a bit tall - a pair of the medium-height Pro-Series 30mm rings would do the trick! You're looking for PN# PR30-M!

Does the cantilever scope mount fit on a TIKKA 300 win mag?

This would fit if your rifle is equipped with a 1-piece picatinny rail! This would be most appropriate on the Tikka TAC-A1-series rifle, or any T3/T3x dropped into a chassis with a forward rail. On a conventional T3/T3x, a set of lower height rings may be more appropriate, otherwise.

I have a Vortex 3 X 9 X 40 will the barrel end of the scope clear the bar cause the way it sets now is the Scope is far back as it can be.

This will not work on the CZ's 11mm dovetail. We would recommend Warne Scope Mounts rimfire rings for that rifle!
