The correct height Warne Mountain Tech 34mm, Matte Scope Mount Rings you will need will depend on the rifle you are mounting the scope to. If you are using on a bolt action rifle with a standard profile barrel the Warne Mountain Tech 34mm, Matte Scope Mount Rings High models should work fine. If you are mounting the scope to an AR platform or rifle with a full length top rail I recommend using the Extra High model.

To mount a Burris Scout 2-7x32 mm Rifle Scope to a M1A, these Warne Mountain Tech 34mm, Matte Scope Mount Rings will not work. These rings are for a 34mm diameter scope, the Burris scout scope has a 1" diameter main tube. I recommend using the Warne Mountain Tech 1 Inch Scope Mount Rings medium height model at the link below for that scope and rifle.

The saddle height of the low rings is .275" and the medium is .400". The saddle height is the dimension between the bottom of the ring to the point where the ring meets the rail. Here is a great infographic that will show you the heights and where they are being measured by. This should provide you with the information you will need to verify the appropriate height for you:

MPN: 7224M is going to be the best option for you. If you have fixed iron sights on your AR-15, I would highly recommend you look at a one piece mount or a set of rings that is a bit taller. The height of the Ultra High rings is 1.4" which means if you have fixed sights on your AR, they will be visible through the scope up until you get over 3x magnification. Because of the magnification they cannot be co-witnessed so, they are not useful to have in your field of view. If you don't have fixed iron sights, then the 1.4" height Ultra High rings will work great on both the Scar and AR.

No, you would want at least medium height, or high if you are using flip up scope caps.
