Will these rings work with a Henry 45 70 model HO10X and a Burris 2-7x32 scout Rifle Scope (200261)?

Yes, the Warne 1in Permanently Attached Low Rings will accommodate the Burris Scout Riflescope 2-7x32mm but will require you to purchase a picatinny top rail for your 45-70.

Either option is correct so it really comes down to personal choice or how big the objective bell size is.

No, you will need high rings assuming it has a 1" tube diameter. If you have a 30mm tube diameter medium would suffice.
