The Weaver Four Hole Skeleton Rings 30mm High set should work with that Weaver Rail and that scope.

Do these rings have enough clearance for a scope with 56 mm objective?

Yes. For a 56mm objective lens, I would recommend using extra high Weaver Four Hole Skeleton Rings. Typically with an objective lens on 40-42mm you would use low height, 44mm is better for mid height, 50mm is paired with high height, and 56mm would use extra high.

The Weaver Four Hole Skeleton Rings will fit and function with any picatinny/1913 or weaver style top rail. If it is not either picatinny or weaver, these rings will not work.

That will depend on the manufacturer of the ring, scope and what kind of mount you are using for the Mini-30. If you are worried about getting out of the way of a peep sight then yes, you should go a little higher in regards to the ring height.
