Does this fit onto a Picatinny rail? Thanks

Yes. The Weaver Premium SPR 34mm Mount fits to picatinny rail systems and provides 3600 lbs of clamping force. It has a height of 1.5" from bottom of base to ring centerline; .830" from bottom of ring to bottom of base.
