No, this is for .308 and similar AR-10 rifles, the S&W M&P15-22 is based on the smaller AR-15 platform.

Will this work with the new ultra tipton 110011?

Yes it does fit the Ultra Tipton perfectly. You simply unscrew the AR 15 vise block and replace the top with the AR 10 unit. The T-slot base is not needed since that fits the original Tipton Gun Vise. Very good fit. It locks in place on my K&M M17s lower and the mag release unlocks it. Can't comment on the bolt holder since the M17 is very different from the AR10.
