will this work for low profile gas blocks - also for low profile adjustable gas blocks?

The Wheeler Fine Gunsmith Equipment Delta Series AR Gas Block Taper Pin Removal Tool is made for removing tapered roll pins, generally used with pinned FSBs. Low profile gas blocks an vary in installation method but generally an in-lbs. torque wrench and a punch set with mallet/hammer are what you will need for pinned low profile/adjustable gas blocks.

It specifies for removal but what if you wanted to put them back in? Does it work both ways?

Yes, it would work for installation as well.
