Why does it say FULL Metal Jacket when projectile base is open to the lead which gets gasified and breathes in? Full Metal jacket means FULLY jacket?

Seeing as how this ammo in this configuration is used all over the world in large quanitys, both in combat and general shooting ,I've never had heard of issues of toxicity, ie breathing problems

Why are they calling these and others FULL METAL JACKET when they are NOT!?? the bases are all open to lead and the burn puts lead in your breath.
