What is this riser made of?

The Yankee Hill Machine Q.D.S. Gas Block Rail Riser is made from aircraft quality aluminum, and is 2" in length, 1.344 oz.

Will this bring a Stag 15 Gas block to the same height as the receiver?

"This riser allows you to use a same plane front sight on any YHM railed gas block." It is meant specifically for YHM railed gas blocks, but it should be compatible with most other low railed gas blocks.

Are there any issues in using this on a DMPS Oracle w/ a Magpul SL Carbine Length M-LOK Handguard? The SL handguard kind of wraps around the block.

I'm going to answer my own question. The SL Magpul handguard wraps so much around the Oracle's gas black that there is virtually nothing to lock onto. If I'm going to be able to use this, I will have to modify the SL handguard to accommodate.

What is the rise height? I need to add 6 mm of height to my dot sight to align with my magnifier.

This is a 1/4" riser.
