Mounting the Vortex SPARC Solar Red Dot Sight on to the Zastava Arms USA M70 Scope Mount you should be able to co-witness your front sight.

Yes, but only if you use the sight without a riser. Even then, the front sight is bottom third of optic, not true co-witness with red dot. That's still very functional and accurate with a little practice.
