Another user said this was "not a complete upper, it's a stripped upper"... he is WRONG.. a "complete" upper has the dust cover and forward assist installed. a Complete upper receiver as this is, has the afore mentioned items plus a barrel, gas block, handguard and flash hider installed, as this does. The person who posted that review does not know the industry and what the terminologies mean.
As to the item itself, it's excellent for the price. You cannot go wrong here, shoots straight / accurate, looks great, and seems to have excellent grade components. I recommend this completely if you are on the fence... just go into this knowing what the terms are and that you will need a Bolt Carrier group and charging handle. If you think you can get those items WITH all the other items it already has, then you need to think about this... a "decent" BCG by itself goes for around $80 (depending, and trust me, you do NOT want to cheap out on your BCG, I recommend even better ones that start around $135+ for great QC, etc) and a charging handle is $20+ for cheapies and only goes up from there... to think that you would get all that for sub $300 is a little crazy!
