Not accurate enough for it's intended purpose

Purchased and ran a gauge R&R to verify accuracy. This driver overshot the torque value on every target number by up to 105%.
We targeted 10, 20, 30, 40 in*lbs. We performed 10 tests at each value with 2 different users. So 20 tests per targeted value.
We used a calibrated torque tester to collect data. At 20 in-lbs we had 6 instances where the torque readings were above 39 in-lbs.
At no point did this undertorque the set value.
