Will this fit my current holster for the TLR-1 HL?

I noticed it fit my Safariland Level III a little snug to begin with. But after some reps on drawing and re-holstering and a very small adjustment in the tension screw, it's flawless

Does this have a strobe feature?

Yes. You will have to activate it per instructions that come with the light. You will then have constant, temporary and strobe functions that are quick and easy to choose with a short tap, longer press and double tap.
