Yes, the TSA only requires that it be a hard case locked with TSA-Approved locks so as long as you use the correct locks, this is TSA approved.

Yes, the Pelican 1720 Watertight Protector Rifle / Gun Case will fit a Tavor X95 with an Aimpoint Comp 4. It may be close but as long as you don't store the gun with the magazine inserted you should be fine.
