Will this work with a PSA Complete lower? Also what are the spec of the barrel? Is this a pistol or carbine gas system?

These will work on any standard AR-15 lower receiver including any of the Palmetto lowers that are standard lowers. In regards to the specs, there are 12 different upper receivers on this page that all differ slightly in specifications, so you can email us at techsales@opticsplanet.com with the exact models you are interested in and we can provide you with whatever spec you need.

No, you will not be able to install a forward assist on this upper receiver.

Uppers do not require an FFL and it will mount to any standard AR-15 lower receiver.

Can confirm, not BCG or charging handle. Does include the barrel nut wrench and T15 driver that is used to assemble or service the hand guard.

The Aero Precision AR15 5.56 Complete Upper Receiver will not include a Bolt carrier group or charging handle.

What length does the gas block on the 10.5 barrel have?

The Aero Precision AR15 5.56 Complete Upper Receiver 10.5" barrel model uses a Carbine Length gas system and .750" Aero Precision Low Profile Gas Block. Aero Precision does not state the length of the gas block and for that information I recommend contacting Aero Precision.
