Yo, Adam West, don't scare that person, and others to death and prevent em from buying "pistol" uppers. You can ask a FFL to put on your stripped lower that it's going to be a pistol but they will look at you funny. The laws I have read, or ATF "interpretations at the time, state that an upper of less than 16" cannot be mounted to a lower that has been a CARBINE OR RIFLE. So any stripped lower, therefore one that has never BEEN any functioning weapon is, as of this writing, safe to mount a "pistol" upper on. I suppose from a 1" barrel to a 15.9" barrel. Your are correct that a "stock" is deemed illegal so just a buffer tube or " brace" has to be utilized. Some of these answers sound like an ATF person spreading confusion and misinformation. Hey, Yes. The previous answer is correct it will work on any PSA or mil-spec lower receiver stripped, populated or complete. HOWEVER, there is a LEGALITY issue that is a FELONY if ignored. Its ONLY legal on a lower receiver REGISTERED as an AR Pistol by an FFL. Or with an NFA Tax Stamp as a registered Short Barrel Rifle (SBR). If you put it on an FFL transferred AR-15 Rifle it is a felony. I think its possible in some states for an FFL to re-registered / re-transfer an AR-15 rifle as an AR-Pistol after a new NICS FBI check. You'd have to change the fixed/collapsible stock to a Pistol Brace that is marketed / sold as a brace. You should verify that with your local FFL first to be certain. Sorry for novel, I just don't want anyone to catch a felony over our arbitrary gun laws.
