Will this fit a Rugger AR .556 with the bayonet mount?

No. The AIM Sports SKS Bipod with Bayonet Mount is designed to fit directly to the SKS bayonet lug. You would need the AR15 version from NcSTAR found using the link below:

Does this lock *securely* in the folded position?

The legs are locked into the folded or extend position with the use of a retract/collapse button.

does this fit ak bayonet mounts too? and yes second that does it fold? if it does ,does it lock together to be folded.....

No, this is not compatible with AK bayonet lugs.

Yes, it should rotate up on the bayonet lug.
