Has anyone used this mount a on a Ruger Precision Rifle yet? Just curious if the height was too high/low. Any other issues good or bad?

The height is actually ideal on the Ruger Precision rifle and would be a great option. I would be cautious of mounting a quick detach style mount on magnum caliber rifles without tightening down the tension on the mount.

What is the difference between the standard and the tactical levers?

The standar lever is just a straight lever. The tactical lever has a bit of a teardrop extension on the bottom-rear of the lever.

Yes, any of the standard Recon mounts from American Defense will accommodate just about any 56 mm riflescope.

Yes, any of the 34mm American Defense Manufacturing AD-RECON Scope Mounts will fit your ATIBAL STEALTH HD 5-30x56 Riflescope. The AD-RECON mount is made for putting high power glass onto a flattop style AR-15. The AD-Recon works with scopes with Objective Housings as large as 56 mm.
