If you wanted to have an absolute 1/3 co-witness on a lower 1/3 optic, you would need raised Iron sights or use an absolute co-witness mount with your optic.

The difference between the tactical levers and the standard levers is the size of the lever. The standard will have their normal rectangular quick detach lever while the tactical is more of an L-shaped lever that has extra gripping surface on the end to make it easier to engage/disengage under adverse conditions and with gloves. The images for the mounts are a little mixed up, but you can clearly see two different styles of levers pictured and that should give you an idea of what they look like.
