No, the Arsenal SM-13 Quick Release Scope Mount is not compatible with Yugo pattern AK's. I would recommend the Zastava Arms USA M70 Scope Mount, found by using the link below:

The Arsenal SM-13 Quick Release Scope Mount for Universal AK Side Rail will not fit a Vector Arms V51 if that is the firearm model you are asking about.

The Arsenal SM-13 Quick Release Scope Mount attaches to the AK side receiver mount. So it will mount to the Zastava M70.

Yes. The Arsenal SM-13 Quick Release Scope Mount for Universal AK Side Rail should fit and function fine on the SAM5. Arsenal only states that the SAM7K Pistols or SAM7SFK Rifles will not be compatible.
