Would adding this upper to a lower receiver make a rifle a SBR (assuming a stock is on the buffer tube)?

No. This upper is pined and welded with Daniel Defenses flash hider making the barrel length 16 inches overall. Most AR-15’s have a barrel length of 16 inches adding a few inches with a thread on muzzle device or flash hider!

All Daniel Defense complete upper receiver groups come standard with an M16 profile bolt carrier group and charging handle.

Does this upper receiver actually have the marking on the feed ramp (M4A1)?

This upper receiver has M4 feed ramps, but they are not "marked" anywhere. They will be cut appropriately.
