I’ve bought a Mossberg 390 slug gun that has a Weaver scope mount my scope is Pinckney rail mount. Will these adapt the scope to gun?

No, this mount will not convert Weaver to Picatinny and it will not fit a Mossberg 930. EGW makes a part #45310 which is a Picatinny rail and will fit your gun. We recommend purchasing the base for a 930 directly from EGW since the 930 needs shorter screws.

what is the 20 Moa referring to? thickness of rail?

20 MOA is generally used for shooting 500 – 1000 + yards depending on your scope and caliber At 100 yards, one MOA is about 1" (slightly more) The scope mount cants downward at 20 MOA, which will allow you to zero your gun at a greater distance.

It will not. The right side of the rail isn't pictured, but it has a cut out meant specifically to accommodate the ejection port.
