Is there a torque spec for how tight the screws need to be so it doesnt get over clamped and destroy the reciever?

FAB Defense does not provide a torque spec for their G3-SM Scope Mount System. I would assume it would be mentioned in the installation instructions included with the mount. I would still recommend reaching out to FAB Defense directly for more information.

Yes, The FAB Defense G3-SM Scope Mount System should also be compatible with the PTR-91 since it is a clone of the H&K G3.

The FAB Defense G3-SM Scope Mount System might fit the HK SR9 but can't be guaranteed since its only listed as compatible with the G3. However, the mount located at the link below may be a better option.

Does this mount require a recoil stop block to be present on the receiver?

FAB Defense makes no mention of requiring the recoil stop block, but it can make use of it.
