Yes, using the lower 1/3 mount included with this optic, it will align and function as intended with the UTG 3x magnifier.

No, this is a full size red dot and is NOT a laser. It should not be mounted below any firearm.

Would this work for someone with an eye astigmatism?

The Holosun Elite HE403B 2 MOA Micro Green Dot Sight will likely cause the same issues associated with shooters that have an astigmatism. Although, green is debated to be slightly better than red reticles for shooters that have an astigmatism. The best type of optics would be prism optics as they utilize a lens and etched glass to produce the reticle. My recommendation would be the Primary Arms SLx 1x MicroPrism Red Dot Sight, as it uses prism technology which will allow the reticle to appear much clearer for you. I will not be mounting this on an AR15 platform, but on a standard carbine with a piccatinny rail. Will I need to purchase and install a low mount ?

The Holosun Elite HE403B 2 MOA Micro Green Dot Sight comes with a low profile picatinny rail mount and a high picatinny rail mount. So you will not need to purchase an additional low profile mount.
