Will the bolt carrier group lock back when the mag goes empty? And will the bolt catch lever send them the bolt carrier group forward when pressed?

The manufacturer doesn't provide that information in regards to the JP Enterprises Jp-15/22R Upper Assembly. I recommend contacting them to see if the bolt locks back once the magazine is empty and if the bolt catch works with their bolt.

what is the length of the barrel? Is its barrel length designed for it to be used as a "rifle", or is the barrel length legal on a "Pistol" lower?

The JP Enterprises Jp-15/22R Upper Assembly is an 18" barrel so it is a rifle.

The JP Enterprises Jp-15/22R Upper Assembly is designed to be used with .22LR Black Dog or Black Dog clone magazines.

Unfortunately, JP Enterprises does not provide specific weight, however I did find shipping weight being 5.485 Pounds.
