Is the rear sight hight compatible with f marked front sight?

The difference between the "F" marked and "non F" marked FSB is .04" so most rifles can be sighted in with either FSB in use and the post should have enough travel for that.

Could I use any aftermarket charging handles or does this require a specific one?

The Luth-AR AR-15 A1 Upper Receiver can be used with any AR15 pattern charging handle.
