What is the difference between mil spec and commercial specifications?

A mil-spec buffer tube and an outer diameter of 1.14" and a commercial buffer tube has an outer diameter of 1.17"

I have a windham ar15 with a commerical stock can I convert to mil spec?

You would need to replace the commercial buffer tube with a mil-spec tube. There is no way to "convert" the buffer tube. You would just need to completely replace it which can be done with ease as long as your castle nut is not staked.

Yes, you will most likely need to change the buffer tube. This uses a commercial spec carbine buffer tube, so if your buffer tube is a fixed A2 rifle length buffer tube or if you have a mil-spec buffer tube you will need to change it to a commercial spec tube.

It will not fit properly and be loose, the mil-spec model stock would be recommended and the butt pad can be replaced which can be found here:
