Will this work with AR-556 using a 15" guard with a Superlative Arms Adjustable Gas Block clamp on model? Should I be concerned with gas block height?

The inner diameter is listed by Midwest Industries as 1.3" and the smallest height of a Superlative Arms Adjustable Gas Block is 1.303". I would be somewhat concerned in regards to the height. You would need to verify with Midwest Industries directly to verify what the entire inner height is, but I do not believe that gas block will properly fit under this rail without running into fitment issues.

Will this rail fit on the yankee hill billet upper receiver?

This is made to fit Milspec upper receivers. You will have to contact Yankee Hill to see if their uppers allow for this.
