Yes. The Midwest Industries Combat Rifle Sight Set, when flipped up, sit at the Mil-spec height of 1.4". This will allow you to see these sights within the lower 1/3 of the window on your EXPS-2.

Will these sights work properly on a Ruger PC Charger?

These sights will work on your pc charger although they may be a little high, I would suggest Troy Micro sights that I have linked below.

Yes, they are standard AR-15 iron sights and will work on ANY AR platform and any red dot that is set at either an absolute or lower 1/3rd co-witness height.

A solid impact in the right place could close them (this is true for most flip up sights), but it is unlikely that they will flip down by accident.
