Also having similar fitment issue. Doesn’t engage to stay closed 5.56 palmetto lower. The hinge placement needs to be redesigned. Easy install design!

Unfortunately due to many manufactures having different tolerances, some may fit better in some than others.

Will this dust cover work on a left handed upper receiver where it flips up instead of down like a right handed receiver?

I would recommend using an ejection port specified for a left handed receiver.

I would recommend getting a dust cover for a 9mm upper rather than this Strike Industries Enhanced Ultimate Dust Cover. Here is one from CMMG:
