There isn't necessarily a best model of SureFire Scout Light. This will depend on what you are using it for, but none that are designed to or will start fires.

Can you use this with 3.7v rechargeable RCR123?

ONLY USE rechargeable LFP 123A batteries in SureFire LED illumination tools designed to be powered primarily by disposable 123A lithium batteries, and use only those rechargeable batteries sold at surefire.com or from an authorized SureFire dealer, as these rechargeable cells are expressly for use in high-drain devices like SureFire flashlights and WeaponLights.

Traditionally this item should come with batteries, but with recent changes into what can and cannot be shipped via flight, the lithium batteries may not have come with your item because of this.

can I buy this light without the M75 mount? I have an M-LOK mounting system and just need to be able to mount directly to my M-LOK scout mount.

Yes, you definitely can. You can use any Surefire Scout tail cap or pressure switch with this M300 Mini Scout.

Just bought this light and thought it came with a tape on corded switch. Is there an add on I can buy or another model that has that.

These models only come with the Z68 Click Tail Switch. Here are the three pressure switch options from Surefire:
