Truglo does not provide the country of origin for their Omnia 1-6x24mm MSR Rifle Scope. I would recommend contacting them directly for more information. Specific warranty information for this scope is also not provided by Truglo.

Does this sit high enough to see over a fixed front sight on an AR-15 or would it need a riser?

For a rifle with an A2 style front sight, you would need a riser to be able to use the Truglo Omnia 1-6x24mm MSR Rifle Scope w/APTUS-M1 mount.
