Will this fit a 10.5” ar15 with a folded buffer tube?

I have not seen a buffer tube that will fold, however the folding stock and braces as well as collapsible stocks for a 10.5" barrel AR15/M4 will fit in this bag

Yes. The Vertx Commuter XL 2.0 Sling Pack has main compartment dimensions of 26.5"H x 13.5"W x 3"D, 26" Diagonal Length and the Ruger PC Charger is 16.5" in overall length.

The dimensions listed here are different than vertx and premier body armor have listed for this product. They have them listed at 27x12.5x8”

Is the Heather Navy really the XL model? Vertx does not list this color on their website for the 23L model

The Vertx website only lists products that are currently in stock at the manufacturer level. It does not list items that are out of stock at the manufacturer warehouse, although these products may be available at great Vertx retailers like Optics Planet.

What kind of ballistic panel is included? What rating?

No ballistic panels are included, but you can buy ballistic panels specifically cut for the bag inserts. Soft Level III panels are the most common available.
