The Vism Pro Series Flip-Up Front And Rear Sights are adjustable for windage and elevation. The front sight features an A2 front sight post that is fully adjustable for elevation, and the rear sight features A2 dual aperture (large & small) that is fully adjustable for windage.

Yes, the mount is made of steel while the main body of the sight is aluminum.
