Where are they made? Optics from Japan Germany or China?

Vortex does not provide the country of origin for their Diamondback HD 10x42mm Roof Prism Binoculars. However, the high-end models are produced in Japanese manufacturing sites whereas mid-range and affordable line of products are made in Philippines and China. I would recommend contacting Vortex directly for more specific information.

what 's the difference or which is best between two models ? D 241 AND DB 215 , both are Diamondback 10* 42 mm ,but only db 215 is "HD "

The Vortex Diamondback HD models are updated models that have clearer glass. The Diamondback HD models also come with the Vortex Chest Holder and neck strap.

going to purchase the vortex diamonback 10x42 there are two models for 149.99 on sale/clearance which one is best?

The Vortex OPMOD Diamondback HD 10x42mm Roof Prism Binoculars and the Standard Vortex Diamondback HD Binoculars are going to have cleared glass compared to the original Diamondback Binoculars at the first link below. The Vortex OPMOD Diamondback HD 10x42mm Roof Prism Binoculars and Standard Vortex Diamondback Binoculars are also going to come with the Glaspak which includes the neck strap and chest pack. The second link below has the Standard Vortex Diamondback HD and the OPMOD Diamondback HD models.
