For this Caliber - Yes, as previously answered by Bill and Mark (Thanks guys, you're awesome) these are Boxer-primed and loaded in brass casings.

Is the bullet .310 diamiter (like Russian surplus ammo) or .308 (like American made ammo)??

Yes, the Fort Scott Munitions 7.62x39mm 117 grain Copper Solid Brass could work for hunting but it really comes down what you are hunting, at what distance, and proper shot placement.

No. Although the diameter of a 30-30 bullet (or any other .30 caliber bullet) is ~7.62mm, the other dimensions are very different. 7.62x39mm is typically fired from AK and SKS pattern rifles, although other rifles can be chambered in it.
Generally, whatever caliber is printed on the barrel of a firearm is what you want to stick with. There are some exceptions to this; notably you can fire 7.62x51 from a .308 Win rifle, and you can fire .223 Rem from a 5.56x45 rifle, but due to different chamber pressures between the rounds, it's generally considered a bad idea to reverse that.
The best advice is to not believe anything you hear from chumps like me on the internet, and always consult a local gunsmith if you're not 100% sure about anything that could potentially explode a few inches from your face.

it is important to note "specifics" when asking ammo questions...when in doubt stick to the ammo your particular firearm is designed for.....now there are various '7.62' calibers....such as 7.62x39mm(Kalashnikov).....7.62x51mmm(similar to 308)....7.62x54mm(mosin nagant) etc..... now im assuming your question regards "7.62x39mm" the answer is no.......the only ammo exception (that I am aware of) for interchangeable rifles is the .308 being able to fire the 7.62x51mm but beware some 7.62x51mm ammo can be a little longer than others....when in doubt use only the rounds your rifle is designed for.........Period....good luck ;)
