How do I attach the Scope Ring rail to rifles picatinny rail. What hold it onto the rifle?

I eventually found out that this product is to mount an optic sight on a scope tube that is ALREADY mounted on a rifle. It is of very limited usefulness and totally useless for what I had intended as a weapons light mount. Not going to return because it's too cheap in price. Made in China.

It’s it 1in or 30mm it says both but with not option to choose... Expert Answer

It is 30mm however it comes with an adapter to make that 30mm to 1 inch.

This mount is to mount an optical sight on a scope that is already been mounted on a rifle. It seems to me to be of very limited use. It would have helped to have a better description of its use or a picture of how to use.
