Yes, the POF USA Renegade Rail Kit is compatible with the POF USA Minuteman. The POF USA Minuteman already uses a 14" Renegade rail system out of the box.

A standard AR15 handguard will necessitate a disassembly of the upper: removal of pinned gas block and barrel nut. Here's a handguard that is compatible with the Tread's existing barrel nut.

This handguard is specifically for an AR-15. This will NOT work on an AR-10. This handguard is a 14.5 inch handguard with the small window cut out for adjustable gas blocks.
